The purpose of the Sectional Fund is to help pay some
of the administrative expenses incurred by the Sectional Chair
and other members of the Sectional Staff in the conduct of
official sectional business. While everyone who serves in
a sectional position does so as a volunteer, the section does
not want financial standing to be a prerequisite to holding
sectional office. Further, the section does not want the success
of its routine operation and administration to be dependent
upon any one individual's personal financial resources.
Each chapter shall be responsible for paying the sum of
twenty-five (25) dollars to the Sectional Fund annually. This
sum will be due on November 15 of each year.
Money from the Sectional Fund are used to reimburse administrative
expenses incurred by the Sectional Chair and other Sectional
Staff members in the conduct of sectional business. Only expenses
verified by receipt, invoice or voucher are eligible for reimbursement.
Allowing for the cost of printing and mailing the August newsletter,
all monies left in the Sectional Fund at the end of the Section's
fiscal year (May 31) will be transferred to the host chapter
for the next Sectional Conference to help lighten that chapter's
financial burden resulting from the conference and to help
keep the conference fees as low as possible.
The Sectional Chair is responsible for collecting and
properly maintaining all contributions to the Sectional Fund,
for making all disbursements from the fund, and for keeping
accurate and clear records of all such transactions by using
a standard bookkeeping system (including writing receipts
-- in duplicate -- for all contributions, requiring written
invoices or vouchers for all expenses, making all payments
by check, and keeping files of all receipts, invoices, vouchers,
cancelled checks and monthly bank statements).
The Sectional Chair will provide a written report of fund
activity during the preceding year to every chapter present
at the Sectional Conference and will mail a copy to every
chapter not present. The chair will provide a comparable written
report upon request to any chapter or to any member of the
Sectional Advisory committee at any time during the year.
Chapter members of each new Sectional Advisory Committee,
with the help of the new Sectional Chair, will audit the records
of the fund for the preceding year as soon as possible after
their terms begin (June 1).
The section's fiscal year coincides with the terms of office
of the Sectional Staff -- June 1 through May 31. Each new
chair is responsible for securing from his predecessor all
records and moneys belonging to the fund.
